الملخص:
تهدف هذه الدراسة إلي معرفة متطلبات حوكمة تكنولوجيا المعلومات ودورها في تحسين جودة خدمات المكتبات الجامعات الجزائرية المشاركة ضمن التكتل المكتبي الجزائري ،حيث عمدت الدراسة إلى توظيف إطار5COBIT بأبعاده لقياس درجة مساهمة متطلبات حوكمة تكنولوجيا المعلومات في تحسين جودة خدمات المكتبات الجامعية محل الدراسة وتبعا لما تفرضه طبيعة الدراسة تم الاعتماد على المنهج الوصفي التطويري ومنهج البحث الوثائقي وعلي أدوات الدراسة المتمثلة في الملاحظة الضابطة،المقابلة المقننة واستمارة استبيان تم توجيهها إلى أصحاب القرار في كل من(المكتبة المركزية لجامعة بومرداس ومسؤول ومركز البحث في الإعلام العلمي والتقنيCERIST)وعينة طبقية عشوائية من فئة (طلبة الماستر والدكتوراه LMD)المسجلين والمستفيدين من الخدمات الرقمية بالمكتبات الجامعية محل الدراسة لقياس الجودة المدركة للخدمات المقدمة ولأجل معالجة البيانات إحصائيا تم استخدام المتوسطات الحسابية والانحرافات المعيارية والمتوسطات المرجحة بالاعتماد على برنامج الحزمة الإحصائية 25SPSS،وقد خلصت الدراسة إلى أن: متطلبات حوكمة تكنولوجيا المعلومات تسهم بدرجة عالية في تحسين جودة خدمات المكتبات الجامعية كما أبرزت النتائج أن العنصر البشري والتدريب لهما الأثر الأكبر، يليهما البنية التحتية الرقمية ثم المبادئ والسياسات والإجراءات والهياكل التنظيمية.كما تعكس هذه النتائج أهمية التفكير في تبني أطر حوكمة تكنولوجيا المعلومات كالإستراتيجية فعالة المكتبات الجامعية لتحقيق تحسين مستدام في جودة الخدمات الرقمية كما توفر الدراسة قاعدة علمية لتوجيه السياسات المستقبلية في المكتبات الجامعية بما يضمن دمج إطار COBIT5في التخطيط والتنفيذ الفعال للمشاريع الرقمية في المكتبات الجامعية(الجامعات الجزائرية) مستقبلا. Résumé : Cette étude vise à déterminer les exigences en matière de gouvernance des technologies de l'information et leur rôle dans l'amélioration de la qualité des services des bibliothèques universitaires algériennes participant au réseau bibliothécaire algérien, . L'étude a utilisé le cadre COBIT et ses dimensions pour mesurer le degré de contribution des exigences de gouvernance des technologies de l'information à l'amélioration de la qualité des services des bibliothèques universitaires étudiées. Conformément à la nature de l'étude, celle-ci s'est appuyée sur une approche descriptive et développementale ainsi que sur une recherche documentaire, et a utilisé comme outils d'étude l'observation contrôlée, l'entretien standardisé et un questionnaire adressé aux décideurs de la Bibliothèque centrale de l'Université de Boumerdès et du Centre de recherche en communication scientifique et technique (CERIST), ainsi qu'à un échantillon stratifié aléatoire de 100 bénéficiaires issus de la catégorie (étudiants en master et doctorat LMD) inscrits et bénéficiant des services numériques des bibliothèques universitaires étudiées, afin de mesurer la qualité perçue des services fournis. Pour le traitement statistique des données, on a utilisé les moyennes arithmétiques, les écarts-types et les moyennes pondérées à l’aide du logiciel SPSS version 25. L'étude a conclu que : les exigences en matière de gouvernance des technologies de l'information contribuent fortement à l'amélioration de la qualité des services des bibliothèques universitaires. Les résultats ont également mis en évidence que le facteur humain et la formation ont l'impact le plus important, suivis par l'infrastructure numérique, puis par les principes, les politiques, les procédures et les structures organisationnelles. Ces résultats soulignent également l'importance d'envisager l'adoption de cadres de gouvernance des technologies de l'information comme stratégie efficace pour les bibliothèques universitaires afin d'assurer une amélioration durable de la qualité des services numériques. L'étude fournit en outre une base scientifique pour orienter les politiques futures des bibliothèques universitaires, garantissant ainsi l'intégration du cadre COBIT5 dans la planification et la mise en œuvre efficace des projets numériques au sein de ces bibliothèques. ABSTRACT : This study aims to identify the requirements of IT governance and its role in improving the quality of services provided by Algerian university libraries participating in the Algerian Library Consortium, The study employed the COBIT framework and its dimensions to measure the extent to which IT governance requirements contribute to improving the quality of the university library services under study. In accordance with the nature of the study, a descriptive-developmental approach and a documentary research methodology were adopted, utilising research tools such as controlled observation, structured interviews and a questionnaire directed at decision-makers at both the Central Library of the University of Boumerdès and the Centre for Scientific and Technical Information Research (CERIST), as well as a random stratified sample of 100 users from the category (LMD Master’s and PhD students) who were registered and using the digital services of the university libraries under study, to measure the perceived quality of the services provided. For statistical data analysis, arithmetic means, standard deviations and weighted averages were used, relying on the SPSS 25 statistical package. The study concluded that: IT governance requirements contribute significantly to improving the quality of university library services. The results also highlighted that the human element and training have the greatest impact, followed by digital infrastructure, then principles, policies, procedures and organisational structures. These results also reflect the importance of considering the adoption of IT governance frameworks as an effective strategy for university libraries to achieve sustainable improvement in the quality of digital services. Furthermore, the study provides a scientific basis for guiding future policies in university libraries, ensuring the integration of the COBIT 5 framework into the effective planning and implementation of digital projects in university |
