RESUME :
. تهدف هذه الأطروحة إلى دراسة فعالية اليقظة الاستراتيجية في إدارة الأزمات داخل المؤسسات الجزائرية، من خلال مقاربة إثنوغرافية ميدانية بجامعة محمد خيضر بسكرة. تنطلق الدراسة من إشكالية مفادها: كيف يمكن لنظام اليقظة الاستراتيجية أن يساعد الجامعة المدروسة على استشعار الإشارات الأزمية المبكرة الناتجة عن الأبعاد الاتصالية والثقافية والنفسية للفاعلين التنظيميين، وكيف يمكن لتوظيف هذا النظام أن يعزز فعالية إدارة هذا النوع من الأزمات. سعت الدراسة لإبراز الدور المحوري للفاعلين داخل الجامعة في نشوء الموافق الأزمية، والدعوة إلى إيلاء اهتمام أكبر بالجوانب غير المادية في التسيير، بالاعتماد على جهاز اليقظة الاستراتيجية كآلية استباقية، واعتمدت الدراسة على المنهج الإثنوغرافي، من خلال ملاحظة ميدانية معمقة وتحليل الممارسات اليومية خلال الفترة الممتدة بين سبتمبر 2023 وكتوبر 2025، على عينة حصصية شملت طلبة الدكتوراه، وأساتذة، وموظفين إداريين بذات الجامعة. أظهرت نتائج الدراسة أن الحياة المهنية للفاعلين داخل الجامعة تتسم بديناميكية عالية، قد تأخذ في بعض الأحيان مسارات سلبية نتيجة اختلالات نفسية واجتماعية واتصالية وثقافية، ناتجة عن تصورات سلبية ناتجة عن بعض الخبرات والمواقف المهنية. كما بينت النتائج إمكانية التنبؤ بالأزمات المحتملة من خلال تتبع مؤشراتها الأولية التي تتجلى في بعض السيميائيات، والأخطاء الاتصالية والهابيتوسات الاجتماعية. وتلخص الدراسة إلى ان الكشف الاستباقي عن هذه الاختلالات يسهم بشكل ملموس في رفع فعالية إدارة الأزمات داخل الجامعة المدروسة. ABSTRACT : . This thesis aims to study the effectiveness of strategic vigilance in crisis management within Algerian institutions, throw a field ethnographic approach at Mohamed Khider University in Biskra. The study stems from a central question: How can a strategic vigilance system help the studied university detect early crisis signals arising from the communicative, cultural, and psychological dimensions of organizational actors and how can employing this system enhance the effectiveness of managing this type of crisis?. The study sought to highlight the pivotal role of actors within the university in the emergence of crisis situations. and calls for greater attention to non-material aspects in management, relying on the strategic vigilance system as a proactive mechanism. The reaserch relied on the ethnographic approach, employing in-depth fieldobservation and analysis of daily practices during the period spanning from September 2023 to October 2025. This was applied to a purposive sample that included PhD students, academic and administrative staff from the same university. The study's results revealed that the professional lives of actors within the university are characterized by high dynamism, which can sometimes take negative trajectories due to psychological, social, communicative, and cultural imbalances resulting from negative perceptions stemming from certain professional experiences and situations. Furthermore, the results demonstrated the possibility of predicting potential crises by tracking their early indicators, which manifest in certain semiotic cues, communicative missteps, and social habitus. The study concludes that proactively identifying these imbalances significantly enhances the effectiveness of crisis management within the university under study |
